Modifications and program improvements in HIPA’s incentive schemes to foster research and development and the spread of clean technologies

Pursuant to Government Decree No. 314/2025. (X.17.) on the Amendment of Government Decree No. 210/2014 (VIII. 27.) on the use of the Earmarked Scheme for Investment Promotion from October 18, 2025, new rules will be introduced to the non-refundable cash grant system provided on the basis of individual government decision.
In order to further encourage and support companies engaged in research and development, if a company collaborates with a university or a healthcare institution within the framework of contractual research such cooperation may account for up to 75% of the eligible costs, compared to the previous 50%. The primary aim of this measure is to promote the implementation of clinical research projects in Hungary, taking into consideration the particularly high added value of research activities carried out by pharmaceutical and medical technology enterprises.
As of 2026, Hungary will be among the first Member States to implement the new state aid framework adopted by the European Commission, designed to complement the Clean Industrial Deal — the Clean Industrial Deal State Aid Framework (hereinafter: CISAF).
The aim of the CISAF incentive scheme is to contribute to investments related to clean technologies in the following areas:
- The manufacturing of products falling under the scope of the Net Zero Industry Act (NZIA) (e.g., manufacturing of solar systems, thermal energy storage systems, geothermal power plants);
- The production of main specific components related to these products;
- The production of new or recovered related critical raw materials is necessary for the above mentioned products in point 1 and 2.
CISAF incentive scheme may be available throughout Hungary, subject to the theoretical maximum thresholds indicated in the table below:

Incentives for renewable energy production investments will remain available alongside the main investment. However, it will now only be granted if the investor installs storage capacity in addition to the renewable energy production capacity.
